A city's options are:
- Stasis. Land prices rise, buildings stay the same. The NIMBY vision.
- Plan Voisin of car traffic and towers.
- Solar sprawl. Techno-optimistically no environmental externalities, robotaxis for all.
- Good growth. I'll write about that here, but broadly it's policies that favour six storeys per lot and no cars.
New Westminster doesn't have the option of 3 and is doing the usual Metro Vancouver grand bargain of 1 + 2.
